Perhaps I am mistaken, but I was under the impression that the attraction has to do with the cat being able to take the teabag onto a piece of upholstery which is light in color and easily stained by tea.
You might want to talk to your cat, and explain that while the floor is okay, it’s relatively easy to clean. Kitty should be aiming higher, like sofas, or carpets, or something that will stain. I know that’s what my dog would do

possibly started batting the tea bag string and knocked them out of the pot playing with them…..good luck….

Dangly things inspire mischief in cats. Shiny and dangly, even more so.
